Is Alibaba safe for buying industrial machinery?

Alibaba is a directory, not a guarantee: it lists real factories alongside traders and resellers, and Trade Assurance covers order terms but not whether the machine is right for your plant. For a consumer product the risk is low; for a machine worth tens of thousands, you still need the factory verified, the spec fixed and a factory acceptance test. Use it to find candidates, then do the due diligence a machine deserves.
